VLCC主甲板上的舱盖
根据SOLAS II-1 Reg.13-1要求主甲板上的舱盖满足如下：

- 说明：这类舱盖是水密分舱边界的一部分，相当于下方水密舱室的“顶板”，必须承受舱室破损进水后的水压，保证分舱完整性。也就是你之前看到的“航行时通常关闭、用于保证水密完整性”的舱盖，同时强制要求：

- 就地 + 驾驶室双位置开闭状态指示

- 舱盖张贴“不得保持开启”的警示标识

13.1是内部得    Regulation 13-1
Openings in watertight bulkheads and internal decks in cargo ships

15-1是外部得Other closing appliances which are kept permanently closed at sea to ensure the watertight integrity of
external openings shall be provided with a notice affixed to each appliance to the effect that it is to be kept
closed. Manholes fitted with closely bolted covers need not be so marked.
