求助：ＳＯＬＡＳ２００９对双层底的要求

被comments 说一散货船的L型压载舱不符合SOLAS新的要求， 应该划分成一个底舱和一个边舱，规范如下：

Where a double bottom is required to be fitted the inner bottom shall be continued out to the ship's sides in such a manner as to protect the bottom to the turn of the bilge. Such protection will be deemed satisfactory if the inner bottom is not lower at any part than a plane parallel with the keel line and which is located not less than a vertical distance h measured from the keel line, as calculated by the formula:h = B/20

根据规范，好像他的意见是对的，可问题是我在SOLAS2004里面看到类似的句子，为什么之前的货船很多都用L型舱呢？
