FIFI系统中燃油容量怎么理解

DNV规范如下：
Capacity for continuous operation of all monitors, to be included in the total capacity of the vessel's fuel oil tanks.

ABS规范如下：
Fuel oil capacity is to include provisions for continuous operation of all monitors in addition to the total capacity of the vessel’s fuel oil tanks required for continuous fire fighting operations. See also 5-4-1/5.7.

各位大侠，请问以上两句话怎么理解？
DNV规范中，操作所有消防炮需要的燃油量应包括在船舶燃油舱总量之内，感觉这句话是理所当然的，而ABS规范中说是燃油量是不包含在船舶燃油舱总量之内的，有点迷糊了。
