散货船风机接口柔性风管是否满足SOLAS要求？

按SOLAS2012的要求，风管要求用钢制材料，在一些特定条件下可以用不燃材料，现船检要求将散货船机舱、上建、艏楼内所有帆布接头更换，请问船检对规范的理解是否全面，望高手解答。

柔性风管必须是不燃或防燃材料，而且厂家应该出ABS approved cert.

short length of duct, not in general exceeding 0.02m2 in free cross-sectional area nor 2 m in length, need not be steel or equivalent provided that all of the following conditions are met:
.3.1 subject to paragraph 7.4.4.3.2 the duct is constructed of any material which has low flame spread characteristics;
3.2 on ships constructed on or after 1 July 2010, the ducts shall be made of heat resisting noncombustible material, which my be faced internally and externally with membrances having low flame-spread characteristics and, in each case, a calorific* value not exceeding 45 MJ/m2 of their surface area for the thickness used;
.3.3 the duct is used only at the terminal end of the ventilation system; and
3.4 the duct is not located closer than 600mm measured along its length to a penetration of an "A" or "B" class division, including continuous "B" class ceilings.

steel or equivalent 并没有要求一定是钢质的，防火帆布是不是EQUIVALENT？

出发点是对的， 如何证明防火帆布满足上述要求？ 如果有详细材料说明，我觉得是可以的。 SOLAS这里面没有说明要Administration approve，也没有引申系列的决议或通函解释，所以厂家的材料证书应该可以
