It is the responsibility of the Builder to design and provide all needed foundations plus under deck stiffening as required for proper distribution of loads into the structure for all machinery, equipment, structures and outfitting items such as bits and towing brackets, whether OFE or BFE.

OFE和BFE一般见于海工项目的规格书中，普通民船很少使用此概念，2楼正解。

Normally, OFE including all equipment relate to drilling operation, BFE including marine equipment only.

this is very normal in offshore area, drilling rigs or FPSOs.
