The lowest tier is normally that tier which is directly situated above the uppermost continuous deck to which the rule
depth D is to be measured. However, where the freeboard is excessive this tier may be defined as an upper tier. It is recommended
that “excessive freeboard” is that which exceeds the minimum tabular freeboard by more than one standard superstructure height.

moulded depth, D is measured. However, when (D-TSC) exceeds the minimum non-corrected tabular freeboard
(according to ILLC as amended) by at least one standard superstructure height (as defined in Ch.1 Sec.4 [3.3]),
then this tier may be defined as the 2nd tier and the tier above as the 3rd tier. For side bulkhead, the tier may be
further adjusted depending on by how many standard superstructure heights the minimum non-corrected tabular
freeboard is exceeded, i.e. the lowest tier may be defined as 3rd or 4th tier.
