you need to understnad the difference between air pipes, ventilator, P/V valves. Suggest you find some books to read. I then give you following idea:
1) normally liquid tanks need to fit air pipes (automatic closing type)
2) normally dry space need to fit ventilator (manual closing type)
3) cargo tanks of oil tanker/chemical tanker need to fit P/V valves
