Automaticfunctioning of BNWAS with HCS(Heading control system) and TCS shall not be connected!
MSC.1/Circ.1474 Background 1 SOLAS regulation V/19.2.2.3 requires the provision of a BridgeNavigational Watch Alarm System (BNWAS). SOLAS regulation V/18 requires BNWASto conform to appropriate performance standards not inferior to those adoptedby the Organization i.e. resolution MSC.128(75). 2 Resolution MSC.128(75) - Performance Standards for aBridge Navigational Watch Alarm System (BNWAS) states: ”4.1.1.1. The BNWAS should incorporate the followingoperational modes: - Automatic (Automatically brought into operation whenever the shipsheading or track control system is activated and inhibited when this system isnot activated) - Manual ON (In operation constantly) - Manual OFF (Does not operate under any circumstances)”
3 SOLAS RegulationV/19.2.2.3 states: ”Thebridge navigational watch alarm system shall be in operation whenever theship is underway at sea;” 4 At the 55th session of the NAV Sub-Committee,concerns were raised with respect to the use of the Automatic mode and paragraph20.19 of NAV 55/21 concluded: ”…but SOLASregulation V/19.2.2.3 required that the BNWAS was operational whenever the shipwas underway at sea. The Automatic mode of the performance standard wastherefore not usable on a ship compliant with the SOLAS Convention. It wasconsidered that it would not be possible to change the performance standardsbefore the date at which the carriage requirements comes into force (1 July2011). In order to conform with the performance standards, therefore, equipmentwould include the Automatic mode, despite that this operational mode should notbe used on ships which are subject to the SOLAS Convention. ” Discussion 5 From the operational point of view, automatic interface with activation ofthe ship’s heading or track control system (HCS/TCS) is a superfluous functionbecause SOLAS regulation V/19.2.2.3 requires the BNWAS to be inoperation whenever the ship is underway at sea, which creates aninconsistency between SOLAS regulation V/19.2.2.3 and the Automatic mode provisionsin the performance standard. In addition, fromthe technical point of view, it is noted that this issue is alsoaddressed in in the ‘note’ to section 3.1.1 of IEC 62616:2010 - Maritime navigation and radiocommunication equipment andsystems - Bridge navigational watch alarm system (BNWAS), which states: ”NOTE: The Automatic mode is not suitable for use on a ship conformingwith regulation SOLAS V/19.2.2.3 which requires the BNWAS to be in operationwhenever the ship is underway at sea.”
