[管系] 船东船检验船师看过来

船东船检就是我心中无所不能的神
请问:货舱的舱底水是否在任何海域都可以排舷外?。如果有要求,是哪里的要求?对于危险品货舱的舱底水,是否允许直接排舷外?

危险品货舱的舱底水,为什么不可以直接排放?

危险品可以不一定是污染环境或者人体的代名词。

如果是散货船, 货舱固体散货积在污水井的舱底水在并入机舱舱底水舱的, 是不是排舷外也是经过油水分离器的...............
如果是液货危险品, 单独的舱底系统. 情况类似.

当然不行啊!主要是因为污染环境,具体见Marpol

看看危险品是什么?看看定义。

危险品,可不一定是有毒物质什么的。

又看了一遍,没找到
根据您当船长和轮机长的经验,货舱舱底水排到哪里?特别是装载危险品的时候

SOLAS Chapter II, Part G, Re: 3.5 Bilge pumping
3.5.1. Where it is intended to carry flammable or toxic liquids in enclosed cargo spaces, the bilge pumping system shall be designed to protect against inadvertent pumping of such liquids through machinery space piping or pumps. Where large quantities of such liquids are carried, consideration shall be given to the provision of additional means of draining those cargo spaces.

3.5.2. If the bilge drainage system is additional to the system served by pumps in the machinery space, the capacity of the system shall be not less than 10 m3/h per cargo space served. If the additional system is common, the capacity need not exceed 25 m3/h. The additional bilge system need not be arranged with redundancy.

3.5.3. Whenever flammable or toxic liquids are carried, the bilge line into the machinery space shall be isolated either by fitting a blank flange or by a closed lockable valve.

3.5.4. Enclosed spaces outside machinery spaces containing bilge pumps serving cargo spaces intended for carriage of flammable or toxic liquids should be fitted with separate mechanical ventilation giving at least 6 air changes per hour. If the space has access from another enclosed space, the door shall be self-closing.

3.5.5. If bilge drainage of cargo spaces is arranged by gravity drainage, the drainage shall be either led directly overboard or to a closed drain tank located outside the machinery spaces. The tank shall be provided with a vent pipe to a safe location on the open deck. Drainage from a cargo space into bilge wells in a lower space is only permitted if that space satisfies the same requirements as the cargo space above.

MARPOL annex II CHAPTER 4, Re. 11Regulation 11 - Design, construction, equipment and operations
1. The design, construction, equipment and operation of ships certified to carry Noxious Liquid Substances in bulk identified in of the International Bulk Chemical Code, shall be in compliance with the following provisions to minimize the uncontrolled discharge into the sea of such substances:
.1. when the chemical tanker is constructed on or after 1 July 1986; or

.2. the Bulk Chemical Code as referred to in paragraph 1.7.2 of that Code for:
.2.1. ships for which the building contract is placed on or after 2 November 1973 but constructed before 1 July 1986, and which are engaged on voyages to ports or terminals under the jurisdiction of other States Parties to the Convention; and

.2.2. ships constructed on or after 1 July 1983 but before 1 July 1986, which are engaged solely on voyages between ports or terminals within the State the flag of which the ship is entitled to fly.


.3. The Bulk Chemical Code as referred to in paragraph 1.7.3 of that Code for:
.3.1. ships for which the building contract is placed before 2 November 1973 and which are engaged on voyages to ports or terminals under the jurisdiction of other States Parties to the Convention; and

.3.2. ships constructed before 1 July 1983, which are solely engaged on voyages between ports or terminals within the State the flag of which the ship is entitled to fly.



2. In respect of ships other than chemical tankers or liquefied gas carriers certified to carry Noxious Liquid Substances in bulk identified in  of the International Bulk Chemical Code, the Administration shall establish appropriate measures based on thesee footnote [/url]developed by the Organization in order to ensure that the provisions shall be such as to minimize the uncontrolled discharge into the sea of such substances.

不好意思啊!还真看错了,看成货船的舱底水了!今天晚了,明天再议!
