请教：船厂DUTY FREE RED BOOK

有人知道DUTY FREE RED BOOK这个东西吗？下面是船东的解释，意思是在买滑油的时候可以免税。希望向船友们请教下到底是个什么样的东西？如果有范本的话，最好能提供下做参考。

A red book contains the list of all the materials needed for the construction of a new vessel in China. This guarantees that the lubes supply will be duty free. It’s not really red in color. It’s just a kind of document issued by customs.
If there’s no Red Book China tax authorities will consider the transaction taxable because the vessel in the shipyard which is a fixed location.

你们报关用的红手册，可以找你们公司的报关员问下，进口设备都会做相应的登记入册，以备交船后用

是国外船东的自己供货的设备手册，报关时免税

对出口船，船厂采购的进口设备都用“红本”备案，对税费“不征不退”。船交付时，海关要查的。
船厂的采购部门最清楚。问问就知道了！

谢谢啊，如果方便，可不可以帮我弄个样本，就是有封面和里面几页就可以。本人已经脱离船厂了，所以找不到合适的人了解。
