Starter pad lock

一个项目的规格书里关于启动器的描述
All motor starters shall have at least the main switch, start/stop push buttons and the running light. The main switch is to be lockable by pad lock (inhibit start), or in case when starter is not visible at the motor, a separate lockable start/stop switch (for fans separate safety switch) shall be installed near the motor
这句话的目的是为防止就地检修的时候误开泵么？pad lock / separate lockable start/stop switch / fans separate safety switch是什么样的东西啊，为什么fan和pump的开关还要区分呢？

主开关能被锁止的靠pad lock,(禁止启动），或者防止在马达处看不见启动器时，一个分离的可锁止的启停开关（风机为独立的安全开关）应被安装在马达旁
。字面意思，我也是电工。但这个真第一次见。希望楼下的高手给答案。
