XX Tanks are to be arranged for pollution hazard substances (denoted “p” in the IBC Code), according to IMO Resolution MSC 283(82) Adoption of Amendments to Guidelines for Transport and Handling of Limited Amounts of Hazardous Cargoes – IMO Resolution A.673(16) (NLS Code) + IBC Code, with the limitation that not more than 800 m³ of NLS Cargoes may be carried simultaneously.

楼主，你应该先研究一下IBC CODE，我先给你解释一下：
1.根据第17章的要求，"p“在"d”列意味着有污染危害的货物；
2.MSC 283(82)这个通函实际上不存在的，可能你们的技术规格书有误，应该是Resolution MSC.236(82)；
3.你们的船应该是海洋石油支持船，否则不适用这个要求；
4.通函的原意是最多转载800立方米或者是载重吨的40%（密度取1.0）的立方体积，二者取小。所以你要当心了，未必就是800立方米的！

因而你的原文很好理解了，我就不翻译了！
