窃以为中文翻译晦涩难懂，特别是关于“80%”的描述，特别不清楚，我认为“without requiring more than 80% of the above propulsion power”是对monitors的描述性限制，即在上述情况下，消防炮的功率最好不超过侧推和主推功率总和的80%。
不知我的理解是否正确，请诸位指正！
