请教：如何获得MMSI与CallSign（呼号）

请问各位前辈：

船舶的MMSI与CallSign（呼号），是和来自于哪个部件呢？

在船舶建造的阶段，一般在哪个时间段，这MMSI与CallSign（呼号）才开始有的呢？

这个要看船东那边了，我们船厂一般是到达交船状态的时候（试航前后）船东申请MMSI和CALLSIGN等，不知道别的船东怎么做

这个船东会向国际海事管理组织申请的，然后提供船厂。一般在快交船的时候

MMSI与CallSign是和船旗相关的–无庸置疑。问题是他们是究竟从哪里来的呢？

手头掌握的，和查询的一些资料，供讨论：

推测1：MMSI与CallSign是由ITU（国际电信联盟）管理的。请见http://www.itu.int

信息来源1：Communications at Sea （作者Mike Harri）一书中，第26页中提到

“Maritime Mobile Service Identity (MMSI) like a telephone number or radio calisign, every GMDSS vessel is issued by its radio licensing authority with a 9-digit MMSI.This Is built in to all DSC and other GMDSS equipment, and except in special cases the equipment should not be transferred to another vessel. Once a radio is programmed with its MMSI, it cannot be changed by the user but only by a qualified technician.”

海上移动业务标识（MMSI），类似于电话号码或无线电呼号，9位数字的MMSI由无线电业务管理当局授予每艘GMDSS船只…

美国联邦通信委员会分配按照国际电信联盟（ITU）无线电规则的规定，发放并定期通知ITU，所发给行驶或作业的船只…

MMSI由船旗国连同CallSign一并发放给船舶。

“The Radio Licensing Centre issues MMSIs free of charge as part of a Ship Radio Licence.”

无线电牌照中心免费发放MMSI，作为船舶电台执照的一部分。

推测2：各国（包括船旗国）都有ITU的代理，按照ITU的规定发放MMSI与CallSign

MMSI number is a 9-digit code issued by the host country agency for use in VHF marine radio equipment, AIS transponders, EPIRB's, and all INMARSAT satellite terminals.
MMSI是一种9位代码，由东道国代理机构签发，使用于海事甚高频无线电设备，AIS应答器，EPIRB，和所有国际海事卫星组织的卫星终端。

Prior to delivery to the customer (end-user) each AIS Class B transponder is programmed with the unique MMSI number assigned to the vessel to be carrying such equipment. The MMSI number assigned to each device must be accurately programmed and updated as necessary.
在交付给客户（最终用户）使用之前，每个B类AIS应答器都内嵌有独特的MMSI，以分配给携带此类应答器的船舶。分配给每个设备的MMSI号码，都必须准确地被编入该应答器中，和及时更新。

申请MMSI应向中国交通通信信息中心的交通运输部无线电管理办申请，申请程序如下:

   申请《海上移动通信业务标识码证书》、《船舶自动识别系统AIS标识码证书》（该2种证书以下简称为水上移动业务标识码证书）者，适用本管理办法。
受理条件
      1．船舶所有人或船舶经营人；
      2．航空公司（独立法人）。
申请程序
      申请程序按照交通部1993年第7号令第六条执行，并提交下述文件：
      1．办理水上移动业务标识码证书申请函原
　    附件：水上移动业务标识码申请表
      2．水上移动业务标识码申请表原件；
      3．船舶国籍证书或所有权证书复印件；
      4．船舶船检证书第6页、第9页复印件；
      5．若为个体船主，请提供本人身份证正反面的复印件。
      请注意，如申请船舶为二手船，需由原船公司申请将原船标识码注销后，才能申请新船标识码。

这个是船厂将无线电设备的序列号给船东，然后船东向船舶所在船旗国申请的，船旗国还需发给船舶无线电执照
