Foul weather strops of the rescue boat

May I ask what does the "foul weather strops" mean? And is there necessary to fit an eye plate on the arm of the rescue boat davit? If it does, could you show me the regulations or clauses of the rules, codes or what ever?

对于foul weather strops 的要求是：当重型动索滑车在恶劣天气对回收构成危险的情况下就需要Recovery strops。
你说的eye plate（眼板）牵涉到一个hang-off pendant, 当有hang-off pendant的时候就需要这个眼板了，要不然就没法工作了。
一般的， Recovery strops（当重型动索滑车在恶劣天气对回收构成危险的情况下就需要Recovery strops）与hang-off pendant是配合使用的，所以一般情况下就会有eye plate。

hang-off pendant----LSA Code 4.4.7.6.7
Recovery strops---LSA Code 6.1.1.11
