为什么本船黑水系统部分用真空而其他用普通式？船东给予什么考虑？为什么不全部用真空？
Sewage and waste water discharge
。。。
The vacuum system shall consist of:
- One sewage collecting tank (5 m3)
- Two pumps (one as spare)
。。。
One set of sewage treatment plant shall be provided in the engine room with the following particulars;
Capacity : For 37 persons
Type : Biological process
Accessories : Two air compressors (one as stand-by)
Two discharge pumps (one as stand-by)
Stevedore toilet and the guest toilets in connection with the office area to be normal flushing ones and not vacuum)

应该时真空卫生系统，采用真空卫生系统很方便、卫生，省水。但造价高很多。

根据规范要求,一般医务室的马桶采用冲水式,与船上其它真空马桶分开. 但很少遇到这个要求 "Stevedore toilet and the guest toilets in connection with the office area to be normal flushing ones and not vacuum" 呵呵,是不是船东考虑这两个地方的马桶堵塞的可能性大,所以单独出来啊?

真空系统有很多优点，用于船舶高档配置。
但看你的规格书，很明显真空收柜仅5 m3，肯定要汇总到机舱的sewage treatment plant。所以这个真空系统仅仅是黑水系统的一部分。
船上有的卫生间的布置位置（高度）低于或等高于污水处理装置，所以需要真空系统或额外的泵来转驳。或者因船东喜好，要求部分房间配置为真空系统。
