其实,你看规范应该不太仔细:关于每个房间的允许船员人数,最早是从ILO92/133里规定的,MLC2006在章节Regulation 3.1 – Accommodation and recreational facilities中也写明“1949
(No. 92), and the Accommodation of Crews (Supplementary Provisions) Convention,
1970 (No. 133), shall continue to apply to the extent that they were applicable”,
那么,ILO92里的原文是:artical 10 “9.. The number of persons allowed to occupy sleeping rooms shall not exceed the following maxima:
(a). officers in charge of a department, navigating and engineer officers in charge of a watch and senior radio officers or operators: one person per room;
(b). other officers: one person per room wherever possible, and in no case more than two;
(c). petty officers: one or two persons per room, and in no case more than two;
(d). other ratings: two or three persons per room wherever possible, and in no case more than four.
”
对于MLC2006,里面还是有文字进行描述的,见P47“9. When sleeping accommodation on board ships is required, the following re-
ements for sleeping rooms apply:
in ships other than passenger ships, an individual sleeping room shall be provided
for each seafarer; in the case of ships of less than 3,000 gross tonnage or special
purpose ships, exemptions from this requirement may be granted by the compe-
tent authority after consultation with the shipowners’ and seafarers’ organiza-
tions concerned;” |
