SOLAS Regulation II-2/5.2.2 Means of control in machinery spaces

最近手头有一条船，在做机舱通风的布置时，由于烟囱上的自然排风口位置高且无法到达并就地自外部关闭。因此，决定在该排风口上安装可闭百页窗，并采用遥控控制的方式来控制该排风口上百页窗的启闭。
遥控控制的方式采用的气动控制，控制气瓶布置在防火控制站，但控制管路和气缸布置于机舱棚和烟囱内。
问题是图纸送审后，船级社提出该控制管路和气缸需重新布置于机舱棚和烟囱外，否则，该百页窗须设计成失效安全性。
问之，船级社告知去参考SOLAS Regualtion II-2/5.2.2.1和5.2.2.4。
各位，该条款能如此解释吗？有否船级社从没要求过？

防火分隔的需要，当机舱火灾时，从机舱外隔离封闭机舱，就该按船级社的说法去做才能达到要求

防止失火时控制管路失效，从而造成通风口无法正常关闭。

通气打开，失气关闭即可。

2.2.1 Means of control shall be provided for opening and closure of
skylights, closure of openings in funnels which normally allow exhaust
ventilation and closure of ventilator dampers.
2.2.4 The controls required in paragraphs 2.2.1 to 2.2.3 and in regulation
4.2.2.3.4 shall be located outside the space concerned so they will not be cut
off in the event of fire in the space they serve.

Please noted that the "controls" here (in red color above) denote the "operation control". in case fire, as long as we can shut off the louver ouside the firing space (in fire control station) through such "operation control", the system design is accepted.

另，这控制系统所有的部件都必须是防火的。
