职位描述： Responsibilities:
1. Overseeing effective operation and performance of the entire CSC team in China, to recruit competent and right people for our vessels in right time and right cost, and to retain existing seafarers already in the group.
2. Handling of routine Chinese crew matters of the group, including gathering information on any regulation changes , crew wages etc .
3. Submitting regular reports to the Group Dir HR Marine and implementing any instructions given..
4. Coordination and communication with various Chinese manning agents for recruitment in compliance with the requirements of SDCs
5. Coordinating and planning the manning requirements of ships, manpower planning, and forecast in coordination with SDCs.
6. Maintaining an updated Chinese crew list and an updated database for Chinese crew pool
7. Monitoring the performance appraisal are done in time for Chinese seafarers and recorded in shipmate
8. Maintaining close public relations with floating staff and manning agents.
9. Ensuring that crew personnel files are timely updated in the shipmate and verifying certificate status of crew as per vessel requirements.
10. Ensuring that identified crew on vacation are attending any courses / seminars arranged by the training team.
Requirements:
1. Over 10 years working experience
2. Sailing experience is a must, Master’s qualification will be a plus.
3. Solid manning experience with ship’s manning agent or ship owner office.
4. Familiar with concepts of Human Resources Management, Training and Development.
5. Good spoken / written English is a must.
6. Proactive approach and persuasive type.
7. Well motivated and open to complex working.

• Maintain records of accidents, incidents, near misses and non-conformance reports. Contribute fully to the investigations and verify that investigations are carried out effectively and that appropriate corrective action is agreed upon and implemented in a timely manner.
• Co-ordinate the provision of specialist advice on all marine and operational matters, actively promoting and supporting the development of effective professional working partnerships between Senior Officers onboard vessels and the ship management team ashore.
• Implementing International Safety Management (ISM) Code and other shipboard audits to achieve and maintain accreditation in accordance with legislative requirements.
• Liaising with the Oil Companies International Marine Forum (OCIMF) and other industry bodies on tanker related issues.
• In liaison with Fleet Superintendents ensure that Performance Appraisals are conducted for Senior Officers onboard assigned vessels as per company Procedures and contribute as appropriate to their career development.

• Monitoring compliance to Planned Maintenance System. Keep FM informed about any critical operation being carried out or any minor / major decision taken at his level which may directly or indirectly connected to Owner’s / Charters / Manager’s requirements.

• Attend the ship during dry docking and major repair periods in order to ensure that all necessary work and repairs are satisfactorily completed within agreed budgets. Arrange and organize vetting inspections from oil majors if applicable and follow up on any deficiencies if found.
• Reviewing the month end mails received from the vessel, replying and making FM aware about any important information noticed.
• Formulate a dynamic work plan and action list with the Ships’ Command to ensure that the vessel is maintained in accordance with Client requirements. Provide regular reports to all interested parties as to progress of works.
• Provide timely and accurate reports to Clients regarding the management, expenditure and condition of the vessel as per the Management Agreement.
• Assist the Senior Superintendent in day to day running of the assigned vessels.
Qualifications
• B.S. degree in Mechanical, Marine Engineering or equivalent
• Chief Engineer’s qualification
• At least 3 years sailing experience as Chief Engineer ( 3 yrs actual sailing experience) or At least 1 year of shore experience as a technical superintendent with a ship management/owning company
• Preferably experience on the same type of vessel as he is expected to supervise.
