【求教】请问关于备用灭火器的要求

除SOLAS以下要求：
3.3 备用灭火剂
3.3.1　能在船上重新充装的灭火器，其备用灭火剂的数量应按前10个灭火器的100%和其余灭火器的50%进行配备。备用灭火剂的总数不必超过60份。船上应备有充装说明。
3.3.2　对于不能在船上重新充装的灭火器，应额外配备本条3.3.1所确定的相同灭火剂量、型式、容量和数量的手提式灭火器以代替备用灭火剂。  


所谓Portable fire extinguishers是不是特制手提式灭火器，不包含机舱的推车式灭火器，故而推车式灭火器不做备用要求。求指导，谢谢

推车式灭火器英文是Trolley Fire Extinguisher

手提式灭火器指容量不大于13.5L且不少于9L。舟车灭火器45L，不属于手提式灭火器。

The mass of all portable fire extinguishers shall not exceed 23 kg and they shall have a fire-extinguishing capability at least equivalent to that of a 9 l fluid extinguisher. ”   超过23kg的不算portable fire extinguishers，Solas备品要求的不适用。

However, 45L / 135L这类推车式灭火器属于semi portable fire extinguisher, 他的认证依然要和portable fire extinguisher一样。实践中船上也有备品。
