collapsible stanchion
Normally, this type of steel collapseable stanchions were fitted on both sides of upper deck
on log carriers. They were erected vertically when logs were loaded on deck to avoiding logs roll overboard, and being lowered down (collapse) when no log on deck.
I think my answer above is correct as I have worked in a shipping company with 32 log carriers in operation
during 70's
