yes it is,
the surveyor has to issue load line certificate, a freeboard plan showing all doors, windows, hatches, vent heads, ventialtion openings, shell openings, scuppers with relevant inforamtion including position, materail, thickness, sill height etc shall be prepared and filed as the annex of loadline certificate.
