VDRs新的性能标准2014年七月一日生效！决议在90届海安会（今年六月底在LONDON).

新旧的性能标准差异蛮大，据说产品价格差别在3万美金！？

新的性能标准中。规定生效时间为2014年7月一日后安装的，而这个安装时间‘INSTALLED ON OR AFTER 2014-07-01',大家有不同的理解！

关于安装时间，有谁比较有权威的解释，请不妨告诉大家！

RECOMMENDS Governments to ensure that VDRs:
.1 if installed on or after 1 July 2014, conform to performance standards not inferior to those specified in the annex to the present resolution; and
.2 if installed before 1 July 2014, conform to performance standards not inferior to those specified in the annex to resolution A.861(20), as amended by resolution MSC.214(81).

installed 时间一般理解是contract date，不然你船拖个期，以前买的不就不能用了。。

柴油机的NOx 证书也有这个问题

船舶建造合同日期，毕竟一些公约规范大部分是根据这个来确定适用范围

根据我的理解，法定要求都是按铺龙骨时间（keeling date）算的，船级社要求是按造船合同签订时间算的。
VDR是法定要求的设备，所以俺铺龙骨时间算。
