救生艇，救生筏适用于避碰规则吗？

These Rules shall apply to all vessels upon the high seas and in all waters connected therewith navigable by seagoing vessels 。
The word "vessel" includes every description of water craft, including nondisplacement craft WIG craft and seaplanes, used or capable of being used as a means of transportation on water.
所以我觉得适用。

救生艇筏一般小于7米，7米以下船舶要求几乎没有什么要求！

应该是大船避开救生艇阀；
救生艇阀属于特殊状态，其他船要为其让道并营救；
USA coastguard 颁发AMVER;
所以，救生艇阀不需要满足避碰，救生艇阀只关注如何寻找大船，并寻求帮助

他们只是海船上的设备，不应该算航行的海船吧
