规格书之甲板敷料部分头疼的翻译

大家帮忙来看下，甲板敷料的copy部分：
4.3 FLOOR COVERING
All cabins, corridors, stairways, mess room, control house shall be finished with vinyl tiile laid over 10mm thick semtex underlayment.
Change rooms, toilets and laundry shall have ceramic tiles laid over 40mm thick sand and cement underlayment.
Galley and Dry Provision Store shall have ceramic tiles laid over 40mm thick sand and cement underlayment.

红色字部分的单词估计是船东写错了，tiile = tile，semtex不知是何物，是**应该是不可能滴。
请大家帮忙参谋一下第一句话是虾米意思？

所有住宿舱、走廊、楼梯、餐厅和控制室铺设乙烯基板，板下做厚度为10mm的Semtex敷料
（Semtex貌似是商标）
