Compliance With USCG Long Range Identification and Tracking Regulations

Kindly be advised that the United States Coast Guard has recently published regulations regarding Long Range Identification and Tracking for vessels. These regulations are found in 33CFR169 Subchapter C. They were published as a Final Rule in the Federal Register dated Tuesday, April 29, 2008, Part II.
*Background
In the Federal Register the USCG gives background information about its intent and purpose. These regulations are for the purpose of implementing SOLAS regulations V/19-1. The USCG cites the work of MSC 83 and states the intention to modify these regulations to keep them consistent with the recommendations of MSC 83.
Included in these rules are new compliance requirements which are summarized below.
*Who do the regulations apply to?
• Passenger ships
• All cargo ships of 300 gross tons or more
• Mobile offshore drilling units when underway.
*When will this be applicable?
• Before getting underway for ships constructed on or after December 31, 2008.
• By the first radio survey after December 31, 2008 if the ship is:
o Constructed before December 31, 2008, and
o Operates within
 100 nautical miles of the United States baseline, or
 Range of an Inmarsat geostationary satellite or other recognized service provider
• By the first radio survey after July 1, 2009 if the ship is:
o Constructed before December 31, 2008, and
o Operates outside
 100 nautical miles of the United States baseline, or
 Range of an Inmarsat geostationary satellite or other recognized service provider
* Effects on operations
• Ships must have LRIT equipment that has been type approved by their Administration
• Ships LRIT equipment must transmit position reports at 6 hour intervals unless more frequent intervals are requested by an LRIT Data Center
• Ships may switch off the LRIT only when it is permitted by its Flag Administration
• If the LRIT is switched off or fails to operate the master must
o Inform Flag Administration without undue delay
o Make an entry into the Ship’s Long that states
 Why the equipment was switched off or that the system has failed to operate
 The period during which the LRIT equipment was switched off or failed to operate |
