关于危险品的装运的灭火，请教。

根据solars reg II-2/10.7.2:所有装运危险品的货舱，需要CO2灭火。
但是很多船，虽然有危险品装运，如某散货船装运了Aluminium ferrosilicon power属于un number: 1395,， 按照分类属于IMO class: 4.3.
这个船没有CO2灭火，
请问什么原因？

是不是豁免了？
