MARPOL Annex II: P&A Manual by 1st January 2007 | 26 Oct 2006 | | Changes to MARPOL Annex II and associated revisions to the IBC and BCH Codes that will become effective on 1st January 2007.
Every chemical tanker is required to have a Certificate of Fitness (CoF) and a revised Procedures and Arrangements (P&A) Manual.
The new P&A Manuals and the new Certificates need to be onboard each ship as of the 1 January 2007 deadline. These documents must be approved/issued and forwarded to the ships before this date. Applications for approval could be made from 1st August 2006. Intertanko advice that the response since that date has been ‘very slow’ and there is growing concern that the deadline will not be met.
Chemical tankers without these documents in EU States after 1st January 2007 may be detained.
Members should contact their classification society immediately for advice.

From 1 January 2007, the following vessels will require new certification and an updated
P&A Manual:-
a) Chemical Tankers - when carrying dangerous chemicals and noxious
liquid substances listed in chapter 17 of the amended IBC Code on the basis of
their safety characteristics and identified as such by an entry of S or S/P.
b) Oil Tankers - when carrying noxious liquid substances listed in chapter 18
of the amended IBC Code.
c) Offshore Support Vessels - when carrying noxious liquid substances in
accordance with paragraph 1.2.2 and listed in Appendix 1 of IMO Resolution
A.637(17) Guidelines for the Transport and Handling of Limited amounts of
Hazardous and Noxious Liquid Substances in Bulk on Offshore Support Vessels,
as amended. |
