自闭型 空气管 应用疑问

参考以下内容:

Closing appliances are to be of automatic type in the following cases:

a) when fitted on exposed parts of freeboard deck and first superstructure deck;

b) where, with the ship at its summer load waterline, the openning are immersed at an angle of heel of 40 degree or,
    at the angle of down-flooding if the latter is less than 40 degree.


问题:
a). 难道所有露天的干舷甲板和第一层上层建筑甲板上的透气管都用自闭型透气头吗??

b) 上段中b)没翻译明白是什么意思??

哪位同仁给解析一下吧...

    是啊，其实所谓的自闭式就是有个浮球的空气管头啊！

第二段就是当船舶吃水在夏季载重线时，横倾40度会使空气管头浸没在水里的话。
