If the coating inspectors require additional test, measurement and inspection above the requirement of this section, the inspector has to have clear reason but he has the right to require additional measurement.如果检查员要求增加本部分要求以外的试验，测定和检验，检查员要有明确的理由方可进行。

其中的“inspector has to have clear reason but he has the right to require additional measurement.”里面的BUT怎么翻译啊

inspector有权要求额外的measurement，但必须要有正确的理由。
