There are two basic types of hydrofoils: fully submerged and partially submerged.

And the photo as shown by you was just a fully submerged hydrofoil.

It is different with what type of boat which I posted from begining.

水翼艇. Well, I didn't know its name in English before, thank the guys that told it.
So far as I know, it is no longer so hot as it was in the 1980s, seemed that the problem of turblating has not been fully dealt with. Just like the WIG vessels, very interesting concepts, very attractive attempts, and maybe periodical successes, but the bottleneck are just not broken, so further progress is very difficult.
