和船厂又讨论了一下艏部防撞舱壁的遥控螺旋阀。
介绍一下背景:
sloas要求如下:SOLAS - International Convention for the Safety of Life at Sea - Chapter II-1 - Construction - Structure, subdivision and stability, machinery and electrical installations - Part B-2 - Subdivision, Watertight and Weathertight Integrity - Regulation 12 - Peak and machinery space bulkheads, shaft tunnels, etc.
5.1. Except as provided in paragraph 5.2, the collision bulkhead may be pierced below the bulkhead deck by not more than one pipe for dealing with fluid in the forepeak tank, provided that the pipe is fitted with a screw-down valve capable of being operated from above the bulkhead deck, the valve chest being secured inside the forepeak to the collision bulkhead. The Administration may, however, authorize the fitting of this valve on the after side of the collision bulkhead provided that the valve is readily accessible under all service conditions and the space in which it is located is not a cargo space. All valves shall be of steel, bronze or other approved ductile material. Valves of ordinary cast iron or similar material are not acceptable.
5.1 除本条5.2规定者外,在舱壁甲板以下的防撞舱壁上可穿过1根管子,用以处理首尖舱内的液体,但该管子须设有能在舱壁甲板以上操作的螺旋阀,其阀体固定在首尖舱内的防撞舱壁上。主管机关可允许该阀设于防撞舱壁的后面,但其须位于在所有营运工况下均可易于到达之处,并且其所位于的处所不是货物处所。所有阀应为钢质、青铜或其他经认可的延性材料。普通铸铁或类似材料的阀不能采用。
又有针对散货船的附加要求:
SOLAS - International Convention for the Safety of Life at Sea - Chapter XII - Additional safety measures for bulk carriers - Regulation 13 - Availability of pumping systems
1. On bulk carriers, the means for draining and pumping ballast tanks forward of the collision bulkhead and bilges of dry spaces any part of which extends forward of the foremost cargo hold shall be capable of being brought into operation from a readily accessible enclosed space, the location of which is accessible from the navigation bridge or propulsion machinery control position without traversing exposed freeboard or superstructure decks. Where pipes serving such tanks or bilges pierce the collision bulkhead, valve operation by means of remotely operated actuators may be accepted, as an alternative to the valve control specified in [url=mkMSITStore:C:\Program%20Files\Lloyd]regulation II-1/12[/url], provided that the location of such valve controls complies with this regulation.
散货船上用于排放和泵吸位于防撞舱壁前方的压载舱的压载水以及延伸至最前部货舱前的干燥处所任何部分的舱底水的设备,应能从一个可进入的围蔽处所内控制其运行。该围蔽处所应能从驾驶室或主机控制站进入而无需穿过露天干舷甲板或上层建筑甲板。如果用于这些舱或舱底水的管路穿过防撞舱壁,也可接受通过遥控启动阀门操作的装置作为第II-1/12条规定的阀控制的替代措施,只要此类阀门控制器的位置符合本条的规定。
请注意:标注红色的区域,第一处代表这个阀必须是遥控阀,第二处代表是阀的控制可以替代,阀本身是不能替代的。
综上所述,针对香港旗和新加坡旗的散货船,这个阀必须是遥控螺旋阀。但是大部分船厂都表示买不到。香港旗的country file提出可以申请豁免,但是鲜有成功。 |
